H.R. 5825 — Tribal Housing Innovation Act

This section directs the Secretary of Housing and Urban Development (HUD), not later than one year after enactment, to establish a competitive grant program for eligible entities—Indian tribes or tribally designated housing entities (TDHEs)—to (1) build residential dwelling units with at least one sustainable feature or (2) add at least one sustainable feature to existing residential dwelling units on tribal land. It requires grant applications to include a plan for the activities, other financing sources, demonstration of ability to execute the plan, and tribal certification for TDHE applicants; limits rentals of assisted units to tribal members; requires grantees to report annually to HUD on units built or modified, sustainable features added, and other data; and requires HUD to report annually to Congress on the program's national impacts. It authorizes appropriations of $150 million for FY2025 and each fiscal year thereafter and defines terms including eligible entity, residential dwelling unit, energy-efficient (i.e., Energy Star or FEMP-designated products), and sustainable feature (e.g., solar panels, heat pumps, energy-efficient appliances and lighting, insulation, low-flow toilets, smart meters or thermostats, building-to-grid integration, and others as determined by HUD).
