H.R. 5826 — IDEA Act of 2025

This section establishes a grant program, to be implemented by the Under Secretary of Commerce for Minority Business Development not later than 180 days after enactment, under which business accelerator entities receive grants of $1 million annually for five consecutive years to provide capital (including direct cash transfers), networking programs, and other assistance to minority business enterprises (MBEs) in qualifying regions (i.e., regions with at least 15 MBEs each generating at least $250,000 in annual revenue). The federal share of such grants may not exceed 75% of the total funds used for these activities. (MBEs are for-profit businesses that are at least 51% owned and controlled by one or more socially disadvantaged individuals, as defined in section 1108(a) of the CARES Act (15 U.S.C. 9007(a)).) This section further requires annual reports to Congress on the program; imposes misdemeanor penalties for knowing misuse of funds; and authorizes $25 million annually for FY2026 through FY2030.
