H.R. 583 — BEACH Act of 2025

This section revises the coastal recreation water monitoring and notification grant program (i.e., BEACH Act program under Clean Water Act §406) as follows: (1) expands eligible waters to include nearby shallow upstream waters and contamination present on beaches or similar points of access used by the public (in subsections (b)(1) and (g)(1)); (2) authorizes grant recipients to use funds to identify specific sources of contamination for such waters and requires sharing related data with EPA (adding subsection (b)(5) and revising (b)(3)(A)); and (3) reauthorizes $30 million annually for FY2025 through 2029 (from FY2001 through 2005, in subsection (i)). The section also reauthorizes appropriations under the BEACH Act of 2000 for FY2025 through 2029 (from FY2001 through 2005). (As background, the program supports state and local monitoring of pathogens and pathogen indicators in coastal recreation waters adjacent to public beaches and public notification of water quality standard exceedances to protect human health.)

This section directs the EPA Administrator, in providing guidance to states and local governments receiving grants under Clean Water Act section 406 (i.e., for developing and implementing coastal recreation water monitoring and public notification programs to protect public health from pathogens), to ensure the guidance reflects innovations in testing technologies for water contamination.
