H.R. 584 — No Medicaid for Illegal Immigrants Act of 2025

This section requires state Medicaid plans to deny medical assistance—other than emergency services eligible for federal matching under SSA §1903(v)(2)—to aliens who are not lawfully admitted for permanent residence or otherwise permanently residing in the United States under color of law, notwithstanding SSA §1903(v)(4). (Thus, states may not provide full-scope Medicaid, or federal matching for it, to lawfully present non-permanent residents such as certain refugees, asylees, or parolees.)
