H.R. 5853 — To amend the Export Control Reform Act of 2018 to increase the civil penalties that may be imposed under such Act.

This section increases the maximum civil penalty for each violation of the Export Control Reform Act of 2018 (ECRA)—which governs U.S. export controls on dual-use items and technologies—to $1,200,000 (from $300,000) or four times the value of the transaction (from twice the value), whichever is greater. The increased penalties apply to violations committed on or after the date of enactment.
