This section amends the Agriculture Advanced Research and Development Authority (AGARDA)—which supports advanced research, development, and commercialization of agricultural technologies to address production, plant pest, and animal health challenges—by (1) defining "precision agriculture" as managing, tracking, or reducing crop or livestock production inputs (including seed, feed, fertilizer, chemicals, water, and time) at a heightened level of spatial and temporal granularity to improve efficiencies, reduce waste, and maintain environmental quality; and (2) adding a new goal to enhance the role of sustainable agriculture in innovative voluntary resilience solutions through development of agricultural technologies that may address (i) extreme weather impacts on crop production, (ii) drought effects and soil water-holding capacity on crops and rangelands, (iii) long-term carbon storage potential, (iv) sustainable energy feasibility including biofuels on farms, (v) voluntary adoption of carbon-sequestering conservation practices for on-farm climate resilience, and (vi) economic feasibility and voluntary adoption of precision agriculture technology.
