H.R. 5856 — District of Columbia Government Title Equality Act

This section redesignates the Office of the Mayor of the District of Columbia, established under the District of Columbia Home Rule Act, as the Office of the Governor of the District of Columbia, with the governor to be elected by registered qualified electors of the District. It deems the individual serving as mayor upon enactment to have been elected governor and directs that all references to the mayor or Office of the Mayor in any U.S. or D.C. law, rule, or regulation be construed to refer to the governor or Office of the Governor.

This section redesignates the Council of the District of Columbia—established by the District of Columbia Home Rule Act as the District's legislative body—as the Legislative Assembly of the District of Columbia, consisting of Representatives elected by the District's registered qualified electors. It deems current Council members to hold the office of Representative upon enactment and construes all references to the Council or its members in U.S. or D.C. law, rules, or regulations as referring to the Assembly or Representatives.

This section redesignates the Chair of the Council of the District of Columbia as the Speaker of the Legislative Assembly of the District of Columbia by amending Section 411(a) of the District of Columbia Home Rule Act. It deems the individual holding the office of Chair on the date of enactment to have been elected as Speaker and directs that all references to the Chair or the office of Chair in U.S. or D.C. law, rules, or regulations be construed to refer to the Speaker or the office of Speaker.
