H.R. 5859 — Behavioral Health Crisis Care Centers Act of 2025

This section establishes a grant program, administered by the Secretary of Health and Human Services (HHS) in consultation with the Secretaries of Housing and Urban Development and the Interior, the Attorney General, and other relevant federal agency heads, under which HHS awards grants to eligible entities—including metropolitan cities, nonentitlement units of local government, counties, states, Indian tribes, and territories—for establishing, operating, or expanding one-stop crisis facilities that provide integrated crisis response services (e.g., behavioral health and substance use disorder treatment, counseling, case management, housing assistance, legal services, and wrap-around supports). Grant recipients may use funds for eligible activities such as acquiring or constructing facilities and equipment; training, hiring, and retaining staff; coordinating with partners (e.g., law enforcement, health care entities, community-based organizations, and jail diversion programs); conducting outreach to vulnerable populations (e.g., unhoused individuals and public housing residents); and planning system-wide coordination, and may award subgrants to nongovernmental entities for specified services. Grant amounts, based on funds made available under subsection (g)(2), are allocated by recipient type as follows: (1) to metropolitan cities, proportional to population; (2) to nonentitlement units of local government, proportional to population; (3) to counties, half equally and half proportional to population; (4) to states, half equally and half proportional to population; (5) to Indian tribes, 25% equally and 75% as determined by the Secretary of the Interior; and (6) to territories, proportional to population. Eligible entities must apply with a stakeholder-informed plan detailing grant uses and collaboration with community-based organizations.
