H.R. 5861 — Legacy Act of 2025

This section directs the Secretary of Health and Human Services to seek an agreement with the National Academies of Sciences, Engineering, and Medicine to conduct a study on establishing and maintaining a national, confidential, secure system—free to individuals—for authorized agents to store and retrieve last wish documents (i.e., advance directives, organ donor registrations, healthcare or medical proxies, powers of attorney, or living wills). The National Academies must submit to the Secretary and Congress (1) a status report on the study not later than two years after enactment and (2) the study results not later than four years after enactment.
