This section establishes requirements for grantees purchasing trauma kits (i.e., first aid kits including bleeding control components for life-threatening hemorrhages) using funds under this subchapter administered by the Bureau of Justice Assistance (BJA), which supports state and local criminal justice programs including law enforcement equipment. Specifically, it (1) requires such trauma kits to meet performance standards developed by the BJA Director; (2) permits grantees to assemble kits from separately acquired components if they meet those standards; and (3) directs the BJA Director, not later than 180 days after enactment and in consultation with trauma surgeons, emergency medical professionals, law enforcement agencies, and related organizations, to develop and publish (A) minimum performance standards requiring specified components—such as a Committee on Tactical Combat Casualty Care-recommended tourniquet, bleeding control bandage, nonlatex gloves and marker, blunt scissors, "Stop the Bleed" or equivalent instructions, a storage container, and approved additional supplies—and (B) optional best practices for law enforcement training, vehicle deployment, maintenance, and facility placement of trauma kits.
