This section increases the annual reservation of Clean Water State Revolving Fund (CWSRF) funds for Indian tribes, Alaska Native villages, and other eligible entities to the greater of 2% or $30 million (from 0.5% or $15 million) prior to state allotments under section 604(a), available only for grants for wastewater infrastructure projects and activities eligible under section 603(c) and for training, technical assistance, and educational programs related to such treatment works (limited to $2 million). (The CWSRF provides subsidized loans and grants to states, tribes, and localities for water quality protection, including municipal wastewater treatment systems.) It also authorizes appropriations of $500 million annually for FY2026 through FY2031 for similar grants to such entities in cooperation with the Indian Health Service, with no non-Federal matching requirement, the same $2 million annual limit on training grants, and applicability of labor standards (i.e., prevailing wage requirements under section 513) and reporting requirements (under section 608).
