H.R. 590 — _______ Act of 2024

This section requires the consent of the chief executive officer of each state (or the Mayor of the District of Columbia, if applicable) before ordering a National Guard member, without the member's consent, to full-time duty in support of operations or missions requested by the President or Secretary of Defense. It also subjects all such duty authorized under 32 U.S.C. §502(f) to the Posse Comitatus Act (18 U.S.C. §1385). (As background, §502 generally requires National Guard units to conduct at least 48 drills and 15 days of annual training and authorizes full-time duty, including without member consent but with pay, subject to regulations.)
