H.R. 5903 — PROVE Act

This section requires each state to implement a pre-registration process under the National Voter Registration Act of 1993 (52 U.S.C. 20501 et seq.) under which residents may apply to register to vote in federal elections after turning 16 years of age, with the state ensuring registration becomes effective for elections on or after the individual turns 18 if eligible at that age. States may optionally extend the process to individuals younger than 16. The requirement takes effect 90 days after enactment.

This section directs the Election Assistance Commission to make grants to states, including the District of Columbia, to carry out plans to increase the involvement of individuals under 18 years of age in public election activities. State plans must (1) promote pre-registration under section 8A of the National Voter Registration Act of 1993, (2) modify secondary school curricula to promote civic engagement, and (3) include other activities as the state considers appropriate; eligibility requires an application with performance measures and targets, grants cover a two-year period, and states must report on activities and performance six months after the period ends. Authorizes $25 million for the grants, to remain available until expended.
