H.R. 5904 — To amend the One Big Beautiful Bill Act to provide an exception to the parole fee for the parole of an alien for a sacred Tribal or religious ceremony, cultural exchange, or celebration, and for other purposes.

This section amends the list of parole exceptions under Section 100004(b) of P.L. 119-21 by adding a new basis authorizing the Secretary of Homeland Security to parole an alien during the two-year period beginning on the date of enactment for a sacred Tribal or religious ceremony, cultural exchange, or celebration if the Secretary determines a significant public benefit will result and the following conditions are met: (1) a preliminary criminal background check is conducted prior to the alien's arrival at a port of entry; (2) the alien presents a written request from a federally recognized Indian tribe for which the United States holds land in trust at or near the Southwest border; (3) the alien is enrolled in a cultural participant program operated by such a tribe; and (4) the alien pays a $200 fee in lieu of the fee required under subsection (c).
