This section establishes same-day voter registration for federal elections by adding a new section 305 to Title III of the Help America Vote Act of 2002 (52 U.S.C. 21081 et seq.), notwithstanding the National Voter Registration Act of 1993 (NVRA) requirement that voter registration forms be received by election officials not later than the lesser of 30 days or the period provided by state law before the election (52 U.S.C. 20507(a)(1)(D)). It requires states (except those without any voter registration requirement for federal elections) to permit eligible individuals—otherwise qualified to vote—to register (or revise registration information) and cast ballots at polling places on federal election day and any early voting days using a form compliant with NVRA section 9(b), effective for the November 2026 general election for federal office and all subsequent federal elections.
