H.R. 5908 — Non-Essential Workers Transparency Act

This section establishes reporting requirements for Executive agencies (as defined in 5 U.S.C. 105, i.e., Executive departments, Government corporations, and independent establishments) and the Congressional Budget Office (CBO) following a lapse in appropriations for an agency ("covered period"). Not later than 30 days after a covered period ends, the Under Secretary (or equivalent) of the affected Executive agency must electronically submit an unclassified report (with possible classified annex) to the agency's appropriate congressional committees—Committee on Homeland Security and Governmental Affairs of the Senate, Committee on Oversight and Government Reform of the House, and other committees with jurisdiction—containing (1) total employees (including contractors) as of the day before the lapse; (2) total salaries expended the prior fiscal year; (3) number of furloughed employees; (4) sum of their annual basic pay rates; (5) number of non-furloughed employees; and (6) sum of their annual basic pay rates; recipient committees must publish the report on their websites not later than 30 days after receipt. Separately, not later than 30 days after a covered period ends, the CBO Director must submit to Congress and publish on the CBO website a report analyzing the lapse's effects on the U.S. economy.
