H.R. 5922 — Improving Accessibility Through Microtransit Act

This section directs the Secretary of Transportation, acting through the Federal Transit Administration, to establish a pilot program within 180 days of enactment under which competitive grants of up to $3 million each may be awarded to covered entities—states, local governments, tribal organizations, or metropolitan planning organizations—for improving microtransit services (i.e., flexible, on-demand transit using app-based booking and multi-passenger vehicles) for individuals with disabilities or mobility impairments, including wheelchair users. Grant recipients must (1) prioritize accessibility, unmet needs, and economic benefits such as job access; (2) use funds for allowable purposes including purchasing or leasing accessible vehicles, driver training, contracting for operations, or acquiring facilitating software; (3) install and maintain tamper-resistant interior camera systems on service vehicles capable of 30-day video/audio retention with limited access; and (4) comply with federal labor standards under 49 U.S.C. §5333. The program authorizes $20 million (available through termination) and terminates five years after commencement.
