H.R. 5924 — Pay Our Capitol Police Act

This section provides continuing appropriations for FY2026 for the United States Capitol Police—such sums as necessary for salaries (including overtime and hazardous duty pay), employee benefits, and contractor payments for excepted employees (i.e., those required to work during lapses in appropriations), emergency workers, and supporting civilian employees or contractors—during any period without interim or full-year appropriations. Such funds may not be used if separate continuing appropriations are in effect for these purposes, and expenditures are charged to applicable future appropriations when enacted.

This section terminates the availability of appropriations, funds, and authorities provided under this Act upon the first of the following: (1) enactment of appropriations for the Capitol Police through September 30, 2026 (including a continuing resolution) covering any purpose funded in section 2; (2) enactment of legislative branch appropriations through September 30, 2026 (including a continuing resolution) without appropriations for such purpose; or (3) September 30, 2026.

This section establishes an effective date for the Act of October 1, 2025. It further requires payments of pay and allowances appropriated under section 2 for the period beginning October 1, 2025, and ending the day before enactment to be provided as soon as practicable after enactment.
