H.R. 5934 — Major Thomas D. Howie Congressional Gold Medal

This section states congressional findings on the life, military service, heroism, death, awards, and enduring legacy of Major Thomas D. Howie of the 116th Infantry Regiment during the Battle of Normandy in World War II.

This section authorizes the posthumous award, on behalf of Congress, of a gold medal of appropriate design to Major Thomas D. Howie in recognition of his bravery and outstanding service during the Battle of Normandy. The Speaker of the House of Representatives and the President pro tempore of the Senate shall make arrangements for the award; the Secretary of the Treasury shall strike the medal; it shall be presented to Howie's nephew Tom Howie (or next of kin if unavailable); and it shall then be given to The Citadel Museum for display and research.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal authorized under section 3, at a price sufficient to cover the costs of such medals, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck under this Act as national medals for purposes of 31 U.S.C. chapter 51 and as numismatic items for purposes of 31 U.S.C. §§ 5134 and 5136. (Thus, the U.S. Mint is authorized to produce and sell them pursuant to federal law.)

This section authorizes the use of amounts from the United States Mint Public Enterprise Fund (i.e., the Mint's revolving fund for production of coins and numismatic items) as necessary to cover the costs of striking medals under this Act and requires deposit of proceeds from sales of duplicate bronze medals into the fund.
