H.R. 595 — To amend the Convention on Cultural Property Implementation Act to make certain technical corrections to facilitate the lawful trade and collecting of numismatic materials.

This section amends the Convention on Cultural Property Implementation Act (CPIA) to (1) define "numismatic material" (19 U.S.C. 2601) as coins, tokens, paper money, medals, and related objects; and (2) revise import restrictions on designated archaeological or ethnological material (19 U.S.C. 2606) by permitting importation of numismatic material upon satisfactory evidence—including declarations under oath by the importer that it was lawfully acquired and exported from a State Party, is of a known type published in numismatic reference works, and is not the direct product of illicit excavations there after import restrictions took effect for that State Party. The section further directs U.S. Customs and Border Protection officers reviewing such evidence not to require additional documentation or statements absent probable cause, based on documentary evidence, to believe it is false or fraudulent. (As background, the CPIA restricts U.S. imports of such material covered by bilateral agreements with foreign State Parties or subject to U.S. emergency action, to prevent illicit trade in cultural property.)
