H.R. 5953 — Protect Military and Federal Employees from Unfair Bank Fees Act

This section prohibits (1) financial institutions from imposing fees on accounts held by covered persons during a covered period for insufficient funds to pay or reject a debit and (2) credit card issuers from charging covered persons for payments due during a covered period. A covered period is any period without appropriations for operations of one or more federal agencies (i.e., government shutdown), and a covered person is an individual employed in the civil service, Armed Forces, or uniformed services (as defined in 5 U.S.C. §2101) who is furloughed or excepted from furlough and working without pay during such period. (Thus, the prohibitions apply to overdraft, nonsufficient funds, and late payment fees for affected federal civilian employees and service members.)
