H.R. 5962 — Abducted Ukrainian Children Recovery and Accountability Act

This section, the Abducted Ukrainian Children Recovery and Accountability Act, authorizes the Departments of Justice (DOJ) and State (DOS) to provide law enforcement and intelligence technical assistance, training, capacity building, and advisory support to Ukraine to investigate Russia's abduction of Ukrainian children, facilitate rehabilitation and reintegration of returned children, and pursue justice for perpetrators. Such assistance may include training on biometric identification technologies, open-source intelligence analysis, secure communications technologies, and database management; requires DOS briefings to specified congressional committees within 30 days of obligating assistance; and permits coordination with nongovernmental organizations (including grants) and other federal agencies via the National Security Council and the intelligence community. The section further authorizes DOS to support Ukraine and civil society with medical and psychological rehabilitation, family reunification, and societal reintegration services (including case management, legal aid, and educational placement) for abducted Ukrainian children and teenagers, with a report to specified committees within 60 days of enactment describing relevant assistance programs. It also authorizes DOS technical support to Ukraine's Atrocity Crimes Advisory Group and Prosecutor General, and DOJ support via its Office of Overseas Prosecutorial Development, Assistance, and Training (coordinated by the U.S. Resident Legal Adviser in Kyiv), for investigating and prosecuting abducted children cases and other atrocity crimes. Finally, it requires two reports within 60 days of enactment: (1) from DOS and the Attorney General on U.S. support for Ukraine's atrocity crimes investigations and prosecutions; and (2) from DOS and the Secretary of the Treasury on discrepancies in U.S., U.K., and EU sanctions regimes for child abductors and related U.S. efforts.
