This section establishes in the Department of the Interior the Historic Naval Ship Preservation Grant Program to support the physical preservation of historic military vessels (i.e., decommissioned vessels owned and operated by DOD or the Coast Guard, or equivalents built for or contracted with the U.S. Maritime Commission or legacy DOT branches) for public education on U.S. military maritime history. Administered by the Secretary of the Interior (acting through the NPS Director) in consultation with DHS and DOD, the program authorizes competitive grants to state or local governments or private nonprofits administering covered sites (i.e., museums, memorials, or other public venues displaying such vessels) for vessel conservation and repair (including hazard mitigation) and for education/workforce development on military maritime careers such as shipbuilding and submarine construction, with $5 million authorized annually beginning in FY2026.
