H.R. 5995 — Have You Served Act

This section establishes a grant program administered by the Secretary of Veterans Affairs to fund up to 25 "Ask the Question Campaigns" annually in FY2026 through FY2030 in eligible states (including territories, possessions, D.C., and Puerto Rico) and American Indian or Alaska Native tribes that have developed veteran suicide prevention plans and submitted implementation proposals. Grants, each not to exceed $200,000, support training for human services professionals, state and local governments, and community providers on asking consumers about military service and referring identified veterans to VA and other resources, plus related costs such as staffing, technology, marketing, and convenings. (Thus, the campaigns aim to identify veterans receiving non-VA services for better connection to benefits and suicide prevention support.) The section further directs the Secretary to provide grantees with technical assistance—including best practices, state-specific veteran resources, VA suicide risk screening protocols, and key performance indicators (KPIs)—and requires annual grantee reports on KPIs to the Secretary, an implementation report to Congress within one year of enactment, and annual Secretary reports to Congress on KPIs. Additionally, the Secretary, in coordination with the Office of Management and Budget Director, must develop a plan for federal agencies to implement similar campaigns in their social services and health programs. The section authorizes $6 million annually for FY2026 through FY2030.
