H.R. 6003 — Justice Involved Veterans Support Act

This section states congressional findings that (1) approximately 181,000 veterans are incarcerated in the United States; (2) more than half of veterans involved in the criminal justice system suffer from a mental health condition or substance use disorder; (3) such veterans may be at greater risk for suicide; and (4) veterans released from incarceration have specialized reentry needs.

This section directs the Attorney General, in consultation with the Secretary of Veterans Affairs, to carry out a pilot program providing grants and technical assistance to state prisons and local jails to improve documentation of veteran status among inmates. The program's purposes are to facilitate provision of federal and state veterans benefits to incarcerated veterans and to increase diversions of such veterans to veterans treatment courts or veterans diversion programs (as defined in 34 U.S.C. 10651(i)(1)); grant priority is given to prisons and jails in states with the highest veteran populations per capita or veteran poverty rates, or in jurisdictions with such courts or programs.
