H.R. 6005 — Molly R. Loomis Research for Descendants of Toxic Exposed Veterans Act of 2025

This section amends section 501 of the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act of 2022 (known as the PACT Act) governing the Interagency Working Group on Toxic Exposure Research (i.e., coordinates federal research on health effects of toxic exposures among servicemembers and veterans) as follows: (1) authorizes the working group to establish federal interagency task forces for collaborative research activities; (2) requires a report to Congress not later than one year after enactment of this Act (named the Molly R. Loomis Research for Descendants of Toxic Exposed Veterans Act of 2025) on collaborative research findings, the working group's strategic plan, and recommendations, plus annual reports for the five-year period covered by the strategic plan; and (3) directs the working group and the Agency for Toxic Substances and Disease Registry to establish a task force for research on diagnosis and treatment of health conditions of descendants of toxic-exposed veterans (as defined in 38 U.S.C. 101), maintain a public website reviewing data on associations between such health conditions and toxic exposure risk activities using specified evidence categories, and perform other actions as directed by the Secretary of Veterans Affairs. The section further directs the Secretary of Veterans Affairs to conduct a voluntary study of biological descendants of Operation Ranch Hand veterans (i.e., those who sprayed herbicides, including Agent Orange, during the Vietnam War) to assess birth defect and developmental delay rates, identify protective genetic factors and causes of related health outcomes, and evaluate preventative measures; to use available biological samples and health records plus surveys on exposures, lifestyle, and conditions; to perform statistical and genomic analyses; and to publish findings.
