H.R. 6013 — Filipino Veterans Fairness Act of 2025

This section amends 38 U.S.C. 107(a) and (b) to expand VA benefits available to veterans who served before July 1, 1946, in the organized military forces of the Government of the Commonwealth of the Philippines (including recognized guerrilla forces) and Philippine Scouts—service generally excluded from qualifying as active military service except for specified benefits paid at $0.50 per authorized dollar—by adding eligibility for dependency and indemnity compensation (DIC) for parents under sections 1541 (parents of veterans who died from service-connected causes) and 1542 (parents of service members who died in the line of duty prior to discharge). (Thus, such parents become eligible for these DIC benefits at the $0.50 per dollar rate.) The section further adds new subsections (e) and (f) to direct the Secretary of Veterans Affairs to consider alternative documentation (beyond recognized guerrilla rosters at the National Personnel Records Center) for eligibility determinations and to submit annual reports to the congressional Veterans' Affairs Committees on the prior year's applications and approvals under the section; and to provide that §1002(h) of the American Recovery and Reinvestment Act of 2009 (P.L. 111-5; 38 U.S.C. 107 note)—which concerns full-dollar benefit payments for certain Filipino veterans—does not apply to such individuals. The amendments take effect 270 days after enactment, with no benefits accruing for any prior period.
