H.R. 6023 — Government Shutdown Efficiency Act

This section authorizes the President, notwithstanding certain Antideficiency Act restrictions, during any partial or full lapse in appropriations for the executive branch, to (1) sell federal real property (excluding lands held in trust for Indian tribes or located within such lands); and (2) use sale proceeds to pay salaries and expenses of furlough-excepted federal officers and employees (including active-duty Armed Forces members). Services related to such sales are deemed emergency services involving the safety of human life or protection of property (thus permitting performance without appropriation); affected personnel receive no backpay; post-lapse sale proceeds are deposited in the Treasury general fund for deficit reduction; and all proceeds may be used to purchase Greenland.

This section prohibits the President from selling any federally owned real property to the Democratic People's Republic of Korea, the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, or any entity substantially controlled by such a country.
