H.R. 6027 — To amend title 38, United States Code, to provide for an annual increase in the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.

This section establishes annual cost-of-living adjustments (COLAs) for specified Department of Veterans Affairs (VA) disability compensation and dependency and indemnity compensation (DIC) rates (i.e., monthly payments to veterans with service-connected disabilities and to eligible survivors, respectively), effective December 1 each year and by the same percentage as title II Social Security benefit increases under 42 U.S.C. 415(i). The adjusted amounts include (1) wartime disability compensation rates under 38 U.S.C. 1114, (2) additional compensation for dependents under 38 U.S.C. 1115(1), (3) clothing allowance under 38 U.S.C. 1162, (4) DIC for surviving spouses under 38 U.S.C. 1311(a)-(d), and (5) DIC for children under 38 U.S.C. 1313(a) and 1314; the Secretary must publish the rates annually in the Federal Register. The provision takes effect 180 days after enactment and authorizes administrative adjustments for certain pre-chapter 11 compensation recipients under Public Law 85-857.
