H.R. 6036 — To ensure that certain members of the Armed Forces who served in female cultural support teams receive proper credit for such service.

This section requires recognition of covered service—defined as service as a member of the Armed Forces in a female cultural support team with personnel development skill identifier R2J or 5DK from January 1, 2010, to August 31, 2021—in (1) military service records and (2) retired pay computations for affected individuals, with implementation by the Secretary concerned not later than one year after enactment. The section further directs the Secretary of Veterans Affairs (VA), upon claim filing, to (1) determine service connection for disabilities or death incurred or aggravated during covered service, treating such service as engagement in combat with the enemy during active military, naval, air, or space service; (2) apply effective dates for awards under 38 U.S.C. §5110; (3) improve employee training and guidance in consultation with the Secretary of Defense; and (4) conduct outreach to affected individuals and survivors, including a website notice and written or electronic notification to veterans service organizations of the option to file supplemental claims. Finally, the section requires the Secretaries of Defense and Veterans Affairs to jointly study and identify groups of Armed Forces members with substantially similar unrecorded service and submit a report to Congress not later than one year after enactment.

This section directs the Secretary of Veterans Affairs to submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives, not later than one year after the date of enactment of this Act, a report on covered claims. The report must include, disaggregated by claimant gender and whether the claimant’s military service record includes a combat identifier, the number of covered claims that were submitted, granted, denied, unresolved, or appealed; a covered claim is a claim for service-connected disability compensation (i.e., compensation for a disability incurred or aggravated in the line of duty) based on post-traumatic stress disorder or traumatic brain injury and submitted on or after January 1, 1990.
