H.R. 604 — REDUCE Act

This section requires each transmission organization (i.e., regional transmission organization or independent system operator) to allow aggregators of retail customers of utilities that distributed more than 4 million megawatt-hours in the previous fiscal year to submit bids aggregating those customers' demand flexibility into organized wholesale electric markets, notwithstanding any state law or state commission prohibition on such bidding. The section further directs the Federal Energy Regulatory Commission to promulgate a final rule implementing this requirement not later than 12 months after the date of enactment.
