H.R. 6061 — American Farmers First Act

This section prohibits the Exchange Stabilization Fund (ESF)—used by Treasury for currency stabilization and market interventions—from providing direct or indirect financial support to Argentina, including through currency swap lines, purchases of pesos or sovereign debt, or credit extensions, through December 10, 2027. It further requires the sale or termination within seven days of enactment of any pre-enactment financial contracts or instruments that violate this prohibition.

This section establishes a farmer economic relief program by directing the Secretary of the Treasury to allocate to the Secretary of Agriculture proceeds from the sale or termination of financial contracts or instruments pursuant to 31 U.S.C. §5302(b)(2)(B), as added by this Act. The Secretary of Agriculture shall use those proceeds to make one-time economic assistance payments to producers of crops adversely impacted by loss of export markets during the 2025 marketing year for such crop, as determined by the Secretary.
