H.R. 6070 — Community Connect Grant Program Act of 2025

This section revises speed thresholds, eligibility criteria, and authorization for the Community Connect Grant Program, which provides grants to eligible entities for constructing, improving, or acquiring facilities and equipment to deliver broadband service in rural areas lacking sufficient access. Specifically, it (1) increases the minimum broadband speed defining unserved rural communities from 10 Mbps downstream/1 Mbps upstream to 100 Mbps downstream/20 Mbps upstream; (2) specifies that priority for maximum broadband service applies to rural areas lacking at least 25 Mbps downstream/3 Mbps upstream (from 10 Mbps/1 Mbps); (3) deems an area ineligible if it will receive broadband service pursuant to enforceable commitments under another federal broadband funding program (Thus, this reduces overlap between programs.); and (4) reauthorizes the program through 2030 (from 2023).
