H.R. 6071 — Safer Truckers Act of 2025

This section establishes an immigration status requirement for commercial driver's licenses (CDLs) by amending the minimum standards for state issuance to require that applicants be a U.S. citizen or lawful permanent resident or authorized by U.S. Citizenship and Immigration Services (USCIS) to engage in employment in the United States that includes driving a commercial motor vehicle. (CDLs are required to operate commercial motor vehicles, such as large trucks and buses, in interstate commerce.)

This section establishes two new standards under 49 U.S.C. § 31311(a) for state commercial driver's license (CDL) programs, noncompliance with which may result in withholding of federal-aid highway funds: (1) limiting CDL issuance to U.S. citizens, lawful permanent residents, or individuals authorized by U.S. Citizenship and Immigration Services for employment including commercial motor vehicle (CMV) operation; and (2) requiring states to submit reports to the Secretary of Transportation within 180 days of enactment and by December 31 annually thereafter describing state policies and actions to enforce CMV driver English proficiency requirements (per 49 CFR § 391.11(b)(2)).
