H.R. 6077 — HEAL-AI Act

This section establishes a competitive grant program administered by the Health Resources and Services Administration (HRSA) to qualified medical schools (i.e., accredited schools of medicine or osteopathic medicine) and residency sponsoring institutions (i.e., those accredited by the Accreditation Council for Graduate Medical Education) for educating and training medical students, residents, and faculty in deploying artificial intelligence (AI) in medicine. Grants are capped at $100,000, with no more than 10% usable for administrative costs (including reporting) and a prohibition on funding publications in predatory journals; funds support AI training in diagnostics, treatment recommendations, predictive analytics, clinical decision-making, ethical issues (e.g., bias, patient privacy, algorithm transparency), medical ethics use cases, and practical demonstrations. (As background, Part C of title VII of the Public Health Service Act authorizes HRSA training grants to enhance the primary care workforce.) Grant recipients must assure compliance with annual reporting, describe AI literacy needs, incorporate interdisciplinary expertise and program evaluation, and share tools with the medical education community; HRSA must prioritize applicants serving medically underserved communities and promoting access to emerging technologies, with grants renewable for additional periods.
