H.R. 6082 — Fracturing Responsibility and Awareness of Chemicals Act of 2025

This section revises the definition of underground injection under the Safe Drinking Water Act to include fluids or propping agents used in hydraulic fracturing operations related to oil, gas, or geothermal production (by striking the prior exclusion in subparagraph (B)) while excluding underground injection of natural gas for storage purposes. (Thus, such hydraulic fracturing is subject to state underground injection control (UIC) programs, which require permits for injections that may endanger drinking water sources.) The section further requires UIC regulations to mandate that hydraulic fracturing operators disclose to the state (or EPA, if the primary enforcer) (1) prior to operations, planned chemicals used (with Chemical Abstracts Service numbers, material safety data sheets if available, and anticipated volumes) and (2) within 30 days after operations, actual chemicals used; makes chemical constituents publicly available online (without requiring disclosure of proprietary formulas); and requires immediate disclosure of proprietary chemical identities to treating physicians or nurses in medical emergencies (with confidentiality agreements permissible afterward).
