H.R. 6085 — Stop Ballroom Bribery Act

This section establishes restrictions on donations for covered projects—defined as maintenance, acquisition, enhancement, improvement, alteration, demolition, or construction of public property on or adjacent to White House or Number One Observatory Circle grounds (or other property for the sitting President, Vice President, or their spouse or child); federal monuments or structures honoring a living current or former President, Vice President, or presidential appointee; or events hosted on such grounds. Donations (i.e., gifts, bequests, or services of value) may be accepted only with written approval from the Senate-confirmed Directors of the National Park Service and Office of Government Ethics—submitted to the Senate Committee on Homeland Security and Governmental Affairs and House Committee on Oversight and Government Reform and published in the Federal Register—that the donation complies with specified restrictions. Those restrictions prohibit acceptance or use of donations where the ultimate source, in whole or part, is a person who (1) is or has been (since the President's inauguration) in litigation with the federal government; (2) is or has been the subject or target of a federal administrative investigation or enforcement action; (3) is seeking or has a federal contract or business relationship; (4) is seeking a federal grant or has unexpended grant funds; (5) is or has been engaged in lobbying activities targeting the executive branch; (6) is seeking or has sought a presidential pardon; or (7) is seeking a presidential appointment; or where the donation is conditioned on a federal benefit, coerced, or would influence or appear to influence executive branch officials (including the President or Vice President). Officers or employees of the Executive Office of the President (including the President and Vice President) or spouses or children of the President or Vice President also may not solicit such donations.
