H.R. 6107 — PAID OFF Act of 2025

This section amends sec. 3 of the Foreign Agents Registration Act of 1938 (FARA; 22 U.S.C. 613)—which requires registration and public disclosure by persons acting as agents of foreign principals (i.e., foreign governments, political parties, or other foreign entities)—to limit exemptions from registration under subsections (d)(1) (private, nonpolitical activities in furtherance of bona fide trade or commerce), (d)(2) (certain legal representation), and (h) (lawful trade or nonpolitical commercial activities), by excluding agents of any corporate or government entity owned or controlled by one or more countries of concern listed in clauses (i) through (v) of section 1(m)(1)(A) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2651a(m)(1)(A)(i)-(v)). It further amends section 1(m) of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2651a(m)) to establish a process under which the Secretary of State, in consultation with the Attorney General, may propose additions to or deletions from that list of countries of concern, with any such proposal submitted to the chairman and ranking member of the Senate Committee on Foreign Relations and the House Committee on the Judiciary and becoming effective only upon enactment of a joint resolution of congressional approval specifying the changes. The amendments made by this section terminate five years after the date of enactment.
