H.R. 6123 — Promoting Diplomacy with Australia Act

This section directs the Assistant Secretary of State for East Asia and Pacific Affairs to submit to the appropriate congressional committees, not later than 30 days after enactment, a report assessing the capacity of the U.S. mission in Australia—including through the International Cooperative Administrative Support Services (ICASS) system—to provide administrative and operational support to all U.S. government personnel under the chief of mission. The report must include (1) details on planned staffing and operational increases for mission growth from 2025 to 2030 and on interagency growth in Australia; (2) additional administrative and operational support systems needed to address that growth; (3) an analysis of resource gaps that could undermine mission capacity and U.S. objectives, including the U.S.-Australia alliance and AUKUS security partnership; (4) recommendations for additional facilities, staffing, and resources; and (5) an analysis of additional funding required. The report must be submitted in unclassified form but may include a classified annex.
