H.R. 6125 — Housing Financial Literacy Act of 2025

This section revises the mortgage insurance premium (MIP) discount available under FHA-insured single-family mortgages (i.e., section 203(b) mortgages) for first-time homebuyers who complete an approved financial literacy housing counseling program by (1) requiring program completion before the homebuyer signs a mortgage application or sales agreement, and (2) setting the discount at 25 basis points lower than the standard MIP rate established by the Secretary (from up to 2.75% of the original insured principal obligation).
