H.R. 6146 — STAY Act

This section directs the Under Secretary of Defense for Personnel and Readiness, in coordination with the Secretaries of the military departments, to submit to the congressional defense committees by March 1, 2026, a report on options to reduce the frequency of permanent changes of station for members of the Armed Forces and sea-shore rotations. The report must include the following elements: (1) an analysis of associated costs, disaggregated by military department and occupational specialty, over the five fiscal years preceding the report; (2) an assessment of potential Department of Defense cost savings; (3) an evaluation of effects on member retention, spouse employment, and children's education; (4) identification of billets, duty stations, and communities where extended tour lengths or rotation adjustments are operationally feasible while sustaining mission readiness and career progression; and (5) recommendations for legislative or policy changes necessary to conduct pilot programs or implement such extensions or adjustments.
