This section establishes the Artificial Intelligence Literacy and Education Commission in the Office of Science and Technology Policy (OSTP) to streamline federal AI literacy and education efforts and coordinate them with state, local, nonprofit, educational, research, and private sector partners. The commission comprises 10 members: (1) the OSTP Director, who serves as chairperson; (2) representatives with AI expertise from the Office of Management and Budget, National Science Foundation, Departments of Commerce, Education, and Labor, and General Services Administration; and (3) three individuals appointed by the chairperson with AI expertise from higher education, the private sector, and an AI literacy organization. The commission must hold its first meeting within 60 days of enactment and at least one meeting every three months thereafter. This section exempts the commission from the Federal Advisory Committee Act requirement that advisory committees terminate after two years unless renewed and file a charter upon establishment or renewal. (Thus, the commission continues indefinitely absent further legislation.)
This section directs the Commission to (1) develop multilingual materials and resources promoting AI literacy and education in the United States and (2) disseminate such materials to the general public in any form or manner the Chairperson determines appropriate, which may include establishing a publicly available website or conducting a multilingual national public service multimedia campaign.
This section directs the Commission to develop and submit to Congress, not later than one year after enactment, a national strategy for the federal government to (1) identify opportunities and challenges in improving AI literacy and education among persons in the United States; (2) enhance such literacy and education, including understanding of AI, its evolution, and safe and effective use; and (3) ensure U.S. global leadership in AI. Not later than six months after the initial submission and biennially thereafter, the Chairperson must determine if the strategy is outdated and, if so, submit an updated strategy with necessary changes; this process repeats for updated strategies, beginning two years after submission and biennially thereafter. The Commission must coordinate federal efforts to implement any such strategy.
This section defines the following terms for purposes of the Act: (1) AI, having the meaning given the term "artificial intelligence" in section 238(g) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (10 U.S.C. 4061 note prec.); (2) Chairperson, meaning the Chairperson of the Commission; (3) Commission, meaning the Artificial Intelligence Literacy and Education Commission established under section 2; and (4) institution of higher education, having the meaning given that term in section 101 of the Higher Education Act of 1965 (20 U.S.C. 1001).
