H.R. 6165 — CREATIVE Act of 2025

This section establishes the Creative Economy Revitalization and Workforce Development Program in the Economic Development Administration (EDA), under which the Secretary of Commerce awards competitive grants to eligible entities for arts-related activities. Grants include (1) hiring and production grants of up to $5 million (available for 5 years) to hire or compensate professional performers, artists, and supporting personnel for productions, projects, performances, exhibitions, workshops, or programs; (2) construction and acquisition grants of up to $3 million (available for 5 years) for facilities to house such activities, requiring a commitment to provide full-time gainful employment to professionals upon completion; and (3) maintenance and improvement grants of up to $3 million (available for 3 years) for existing facilities, requiring commitments to provide gainful employment during and after the grant period. An eligible entity may receive only one grant; applications must include descriptions of proposed uses and community benefits, access gaps, outreach to underserved groups, governance diversity, community need and matching funds, post-grant sustainability plans, and attestations to uphold labor standards, collective bargaining, safe conditions under the National Foundation on the Arts and the Humanities Act of 1965, and gainful employment; and the Secretary must give priority to eligible entities meeting certain criteria.
