This section expands eligible projects under the Transportation Infrastructure Finance and Innovation Act (TIFIA) program—currently limited to surface transportation—to include, under section 601(a)(12)(G), construction of new or improvement of existing aviation-related facilities and equipment (regardless of revenue generation or public accessibility) that facilitate, preserve, enhance, or expand (i) air transportation; (ii) access to air transportation, including surface transportation, rental car, and parking facilities; (iii) movement of passengers, baggage, or cargo; or (iv) safety or security of airport users. (As background, TIFIA provides federal loans, loan guarantees, and lines of credit for major transportation projects.) The section further (1) excepts such aviation projects from an eligibility requirement otherwise applicable to TIFIA projects under section 602(a)(3); (2) replaces "eligible project costs" with "a Federal credit instrument" in a project selection criterion under section 602(a)(5)(B)(iii); (3) exempts such projects from specified conditions otherwise required for credit waivers under section 603(b)(6); and (4) increases the threshold for expedited processing of TIFIA loans under section 605(f)(1) to $100 million (from $75 million in eligible project costs).
