H.R. 6175 — End Cashless Bail to Protect Americans Act of 2025

This section prohibits funding under covered grant programs to any state or unit of local government that permits pre-trial release on personal recognizance or unsecured appearance bond. It requires the Attorney General to identify such entities not later than 30 days after enactment and annually thereafter, providing a list to agency heads who must terminate funding within 90 days; funding is reinstated within 180 days after removal from the list. Covered grant programs include (1) the Edward Byrne Memorial Justice Assistance Grant Program; (2) specified grant programs under the Omnibus Crime Control and Safe Streets Act of 1968; (3) specified grant programs under the Second Chance Act of 2007; (4) the community-oriented policing services grant program under the Violent Crime Control and Law Enforcement Act of 1994; (5) Pell Grants awarded to eligible incarcerated students under the Higher Education Act of 1965 (20 U.S.C. 1091); (6) the adult education and family literacy activities grant program under the Workforce Innovation and Opportunity Act; (7) specified grant programs under the Child Abuse Prevention and Treatment Act; (8) the children's advocacy centers grant program under the Victims of Child Abuse Act of 1990; and (9) grant programs administered by the Legal Services Corporation.
