H.R. 6186 — No Antisemitism in Education Act

This section requires public elementary schools, public secondary schools, and institutions of higher education (using definitions in the Elementary and Secondary Education Act of 1965 [ESEA]) that receive federal funds to treat discrimination motivated by antisemitism—defined as a certain perception of Jews expressed as hatred toward Jews or their institutions, including examples such as calling for harming Jews, alleging Jewish conspiracies or control of media/government, holding Jews collectively responsible for wrongdoings, or demonizing/denying Israel's right to exist (with criticism of Israel similar to that of other countries excluded)—identically to discrimination motivated by race, including discrimination by students, employees, or institutional policies. The section specifies that it does not diminish First Amendment rights or preempt state antidiscrimination laws.
