H.R. 6193 — Social Security Emergency Inflation Relief Act

This section authorizes the Secretary of the Treasury to disburse, based on certifications from the Commissioner of Social Security, Railroad Retirement Board, Secretary of Veterans Affairs, or Director of the Office of Personnel Management, an additional $200 monthly payment to eligible individuals from January 1, 2026, through June 30, 2026 (i.e., the applicable period). Eligible individuals are those entitled to or eligible for (1) monthly insurance benefits under title II of the Social Security Act, (2) monthly annuities or pensions under the Railroad Retirement Act of 1974, (3) specified veterans compensation or pension payments under title 38, U.S. Code, (4) annuities under the Civil Service Retirement System, or (5) SSI cash benefits under the Social Security Act, provided they reside in one of the 50 states, the District of Columbia, Puerto Rico, Guam, the United States Virgin Islands, American Samoa, or the Northern Mariana Islands (based on address of record). Only one $200 payment is made per month regardless of multiple eligibilities, and no payment is made if the individual's underlying benefit was not payable (e.g., due to incarceration or fugitive status under specified statutory provisions) for the most recent applicable month or if the individual died before certification. Certifications and electronic disbursements must commence no later than 30 days after enactment, with notice to eligible individuals on eligibility, amount, and delivery method.
