H.R. 6200 — ESSENTIAL Act

This section directs the EPA Administrator and Secretary of Transportation to repeal or rescind, within one year of enactment, any EPA or DOT action, initiative, policy, or regulation specifically designed to encourage, incentivize, promote, or require vehicle manufacturers to install engine idle start-stop technology (i.e., technology that automatically turns off a vehicle's engine when stopped and restarts it upon acceleration or brake release). It prohibits such officials from issuing or enforcing similar future actions (except those whose repeal would increase carbon monoxide poisoning risk, per their determination) and requires joint reports to Congress—at 180 days outlining implementation progress and at one year detailing completion.
