H.R. 6211 — Medical Professional Access Act

This section establishes portability of licensure for health care professionals (i.e., individuals licensed, registered, or certified under federal or state law to provide health care services) serving pursuant to a federal contract or subcontract. It authorizes such professionals to provide services at any location in a state, the District of Columbia, or U.S. commonwealth, territory, or possession, notwithstanding state licensure laws, if the services (1) respond to a federally declared emergency and (2) are within the scope of authorized duties under the contract. Federally declared emergency includes a presidential emergency or major disaster under the Stafford Act, a public health emergency under section 319 of the Public Health Service Act, or any other national emergency certified by the head of an executive department in a Federal Register notice.
