H.R. 6216 — Support Our Troops Shipping Relief Act of 2025

This section states congressional findings that Customs and postal reporting requirements—such as six-digit Harmonized System codes and item-by-item country-of-origin data, designed for commercial trade—have restricted nonprofit organizations from sending care packages to U.S. Armed Forces overseas, causing delays, returns, and cost increases; Congress therefore intends to exempt qualified troop-support nonprofits from unnecessary tariff and reporting requirements and direct agencies to simplify documentation. The section declares the purpose of the Act to be removing such Customs barriers for these humanitarian shipments.

This section establishes a duty- and tariff-free exemption, and waives requirements for individual Harmonized System classification codes, country-of-origin declarations, or commercial invoices, for humanitarian care packages sent by qualified nonprofit organizations to Armed Forces personnel stationed outside the continental United States. Qualifying shipments must originate from a tax-exempt 501(c)(3) organization primarily supporting U.S. service members or veterans, be addressed to an Army Post Office, Fleet Post Office, Diplomatic Post Office, or other Department of Defense-authorized destination, and contain solely donated goods for the comfort, welfare, or morale of such personnel. The exemption does not limit security screening or inspection authority under other law and delays enforcement until January 31, 2027, if inconsistent with Universal Postal Union requirements or a Status of Forces Agreement.

This section directs the United States Postal Service (USPS) to treat shipments meeting the requirements of new section 321A of the Tariff Act of 1930 as domestic mail for all rate, tariff, and customs purposes, regardless of destination. It further requires the Postmaster General and U.S. Customs and Border Protection (CBP) to (1) issue joint regulations to implement these requirements within 180 days of enactment and (2) accept simplified manifests for such shipments that list general content categories (e.g., “snack foods,” “personal hygiene items,” “letters and cards”) in lieu of individual Harmonized Tariff Schedule codes or country-of-origin information for each item.
